Plain is usually the best option for smaller quantities & perhaps a sticker added if you want paper but don’t have the volume to make printed viable.

Full colour laminated paper & printed plastic are custom made & generally supplied in larger quantities.

The Material is printed & then cut to size then assembled into bags.
